PROBLEM TO BE SOLVED: To prevent a quantity of light from decreasing by reducing a quantity of noise produced and a temperature rise, and to reduce a starting voltage. SOLUTION: Rare gas is filled in a bulb (a), an internal electrode (b) or a pair of the internal electrodes are enclosed along the longitudinal direction of the bulb (a) and an outer surface electrode (c) is provided on the outer surface of the bulb (a) so as to face the internal electrode (b). A switching pulse is applied to the internal electrode (b) and the outer surface electrode (c), and the outer surface electrode (c) is grounded. Heat produced in the bulb (a) while it is lighted is discharged into the air through a heat conductive plate. Also, the internal electrode (b) is heated during the starting period.
