PROBLEM TO BE SOLVED: To avoid the collision of a vehicle by a method, wherein the backup for the failure of an ATC device is avoided and the backup for an operator is prepared when an ATC device is not provided. SOLUTION: A train position abnormality deciding unit 105 and an operation control command switching unit 106, which switches a control command between an operation control command and a braking command are added to a conventional control transmission device. If it is decided that a train position is abnormal, the operation command is switched to the forcible braking command and the control transmission device itself outputs the forcible braking command. Furthermore, a function which switches the forcible braking command to the operation control command under a certain condition, even in a state after the command is switched to the forcible braking command is added. Also when the ATC is not functioning for some reason, the forcible braking command is also outputted, so that the collision can be avoided or the effects of the collision can be minimized. Moreover, if the command is erroneously switched to the forcible braking command by the failure of the control transmission device, the operation control command is restored automatically, an the running unavailability of a train can be avoided. |
