PROBLEM TO BE SOLVED: To limit the use of software data that are broadcast while being multiplexed on a digital broadcast signal to the digital broadcast receivers that down-load the data. SOLUTION: The digital broadcast receiver 1 uses an encryption section 21 to encrypt an intrinsic receiver number stored in a ROM 23 and allows a receiver number addition section 25 to add an encrypted receiver number 108 to a download software packet 104 and the resulting packet 104 is stored in a built-in recording and reproducing device 27. A software execution section 29 extracts the encrypted receiver number 108 and decodes it and decides whether or not the encrypted receiver number 108 matches with the receiver number stored in the ROM 23 and permits the execution of the software only when they match.
