PROBLEM TO BE SOLVED: To measure all of linear polarization states in a short time by setting a plurality of polarization rotors for converting a plurality of branch lights to a plurality of polarized rotary lights having linear polarization planes of different angles, and the like. SOLUTION: An array grating 102 branches a spontaneous emission light from a light source 101 to 16 ports (λ1 -λ16 ) by wavelengths, and polarization rotors 103-117 rotate linear polarization planes of 16 ports by every 6 deg. (0, 6, 12,..., 90 deg.). A 16-input, 1-output array grating 118 synthesizes the polarized rotary lights branched to 16 ports into one. The synthesized light is input by a fiber 119 with a spherical end to an element 120 to be measured. An output light from the element 120 to be measured is taken out by a fiber 121 with a spherical end and branched to 16 ports again by a 1-input, 16-output array grating 122. Each port is detected by a corresponding photodetector of a group 124. A polarization dependency by every 6 deg. can be measured instantaneously by comparing measured values of the photodetector group 124.
