摘要 PROBLEM TO BE SOLVED: To execute stable power recovery despite of patterns of voltage application on plural cells, and to thereby reduce consumption of electricity, by making an electric potential of an electrode shift at high speed without using an inductor. SOLUTION: A first terminal p2 of a capacity element C1 for power recovery is connected to an electrode XG, and a second terminal p1 of the capacity element C1 is fixed temporarily to such an electric potential v3 that its potential is lower than that of a second potential line 52 and that the potential difference between it and the second potential line 52 is larger than the potential difference Vs between a first potential line 51 and the second potential line 52, to thereby execute power recovery. Also, the first terminal p2 of the capacity element C1 in a charging state is connected to the electrode XG, and the electric potential of the second terminal p1 is fixed temporarily so that the electric potential of the first terminal p2 will become higher than the first potential line 51, to thereby charge a cell.
