PROBLEM TO BE SOLVED: To enable communication between a slave machine and an equipment and other slave machines via a base station and a cable network, to reduce a cost and an installation work and to facilitate installation. SOLUTION: Connections between plural base stations 511 to 51n and between the base stations and the equipment 521, 522 are performed by the cable network 53, each base station and the equipment are managed by a cable network address and each base station is provided with a control part provided with a cable transmitting and receiving part to perform communication with the other base stations via the cable network, a cable part provided with a cable communication control part to control a receiving part a radio part to perform radio communication by establishing a radio link with the slave machine, a system storage part to store information including a registration number and the network address of each base station and equipment connected with the cable network, a slave machine registration storage part 501 to store information on the slave machine to perform the radio communication with each base station and a data converting part to convert data including address setting between the cable part and the radio part are provided and to control the entire base station.
