PROBLEM TO BE SOLVED: To keep the pressure on the outlet side of a fuel electrode low and continue a rated operation even when the reforming performance of a reformer is lowered, by providing a valve opening controller increasing the opening of a flow control valve when the temperature of the reform catalyst tube section of the reformer exceeds a prescribed value. SOLUTION: When the value of the reform catalyst tube temperature measured by a reform catalyst tube temperature sensor 27c is higher than a set value, a valve opening controller 35 increases the opening of a flow control valve 34 to increase the quantity of the combustion exhaust gas flowing in a bypass pipeline 33. When the measured temperature of a reform catalyst tube 27 a is higher than the set value (heat-resistant temperature upper limit 950 deg.C), the opening of the flow control valve 34 is increased by the valve opening controller 35, and the pressure loss of the bypass pipeline 33 is reduced. The quantity of the combustion exhaust gas flowing in the bypass pipeline 33 is increased, the quantity of the combustion exhaust gas flowing in a combustion air preheater 31 to preheat the combustion air is decreased, the preheated temperature is lowered, the heat quantity fed to the reformer 27 is decreased, and the temperature of the reform catalyst tube 27a is lowered and returned to 950 deg.C or below. |
