PROBLEM TO BE SOLVED: To convert a B picture into an interlace signal through the use of an image memory having a capacity of one field and to provide an output of the interlace signal without the need for a slot management memory to identify an idle image memory area by obtaining a slot position of the image memory based on a structure of an image and a write or read position of a decoded image signal. SOLUTION: A slot number calculation device 3 obtains a slot number 8 of an image memory 5 to write an image signal by using a cross reference table based on an area number 12 from a write image position calculation device 2 and image structure identification information 10 of a B picture from an image structure memory 1. A slot number calculation device 3 obtains a slot number 8 of an image memory 5 storing an image signal to read by using a cross reference table based on an area number 11 from a read image position calculation device 4 and the image structure identification information 10. An image signal read means 16 reads the image signal from the position of the slot number 8 and uses the signal as an interlace signal 14.
