PROBLEM TO BE SOLVED: To realize improvement of a throughput of data communication at end-to-end with respect to the device used for the radio communication system in communication with other device via a radio channel. SOLUTION: The device is provided with a monitor means 10 that monitors whether or not another device connected via a network or its own device issues a transmission request of data designating its own device as a destination, a generating means 11 that generates a process 12 that is a data reception destination when the monitor means 10 detects an issued transmission request and generates a buffer 13 with cross reference with the process 12, a transfer means 14 that transfers data to the process 12 from the transmission request issue source and stores the data to the buffer 13 according to virtual circuit type communication and a transmission means 15 that sends the data stored in the buffer 13 to the other device via a radio channel.
