PROBLEM TO BE SOLVED: To provide a prepulverizing method for confectionery material capable of constantly maintaining the consistency of the confectionery material and an apparatus therefor. SOLUTION: This prepulverizing method for the confectionery material which reduces the granumetry of the confectionery material particles between two cylinders has a step of measuring the value of the diffusion force (F) between the cylinders, a step of setting a diffusion force fluctuation value (ΔF) by comparing the diffusion force (F) with a reference diffusion force value (FR), a step of determining the target value (d) of the gap between the cylinders in accordance with the diffusion force fluctuation value (ΔF), a step of adjusting the relative positions of the cylinders in accordance with the target value (d) and a step for readjusting the relative positions of the cylinders by feeding back the actually measured value (dm) of the gap between the cylinders together with the target value (d).
