PROBLEM TO BE SOLVED: To reduce the manufacturing costs of an instrument panel by making a partial structure common between a case where a car navigation system or the like is fixed to the instrument panel and a case where no such systems are fixed thereto. SOLUTION: In order to use a core material 2 in an instrument panel formed by filling foaming agents between the core material 2 and a skin in common between an instrument panel having a recess for a tray in its upper part and an instrument panel having an opening for attaching accessories in its upper part, a positional relationship is set beforehand so as to realize correspondence between the recess and the opening.
