PROBLEM TO BE SOLVED: To provide the optical transmitter and the optical transmission system with an excellent transmission characteristics regardless of a simple means. SOLUTION: A block 31 obtains an extinction rate ER(V) of an EA modulator, a block 32 obtains a parameter α at an applied voltage V. A block 33 sets an EA modulator drive condition. A block 34 expresses a relation between a light intensity change dI(V) and a phase change dϕ(V) by using an α(V) and obtains a relation between an optical output and an optical phase based on the expressed relation and the ER(V). A block 36 calculates a parameter αeff' in a drive condition of an optional EA modulator by taking a weight of the luminous intensity of a block 35 into account in this relation. A block 37 grasps a transmission characteristics from the αeff'. When the transmission characteristics is insufficient, a block 38 provides an EA modulator drive condition to suffice the transmission characteristics and the block 33 sets again the EA modulator drive condition.
