<p>PROBLEM TO BE SOLVED: To effectively use a band, with a simple hardware, by detecting the reception rejecting state, the congested state and non-congested state of connecting request connection based on a temporarily housed message quantity to restart the reception of connection requesting connection, when the non- congested state does not change to the congestion state in for prescribed time after changing from the reception rejecting state to the non-congested state. SOLUTION: A reception deciding part 11 decides whether or not to receive a connection request connection by each service class based on an interrupting signal from an intra-memory threshold managing part 12. The part 12 recognizes the number of cells housed in a buffer memory 16 by each service class, by referring to a managing table 13, detects the tristate of a state in which congestion is started, a state of disposing the non-preferred cell of cell loss priority(CLP) and a state of releasing congestion by each service class with respect to a circuit or a path, based on this number of cells and gives them to the part 11.</p> |
