PROBLEM TO BE SOLVED: To evaluate communication quality without losing information on traffic by providing a means or the like for simulating the arrival of a packet at a concerned point according to a simulation logic preset at time corresponding to the time of arrival at a point of attention. SOLUTION: A beam splitter 210 is provided as a means for branching and fetching the packet passing through a line 109 being a point of attention of ATM exchanges 101 and 117. Besides, this device is provided with a cell arrival detecting part 213 as a means for applying the time stamp of arrival time and a CPU 215 for estimating the time of arrival at the line 109 concerning a lot of cells contained in the packet from the time stamp of the specified cell applied by this cell arrival detecting part 213. Then, the CPU 215 simulates the arrival of the packet at the line 109 according to the preset simulation logic at time corresponding to the estimated time of arrival at the line 109.
