PROBLEM TO BE SOLVED: To automatically specify required information on a route object to be prepared in each sub-network control system from inputted information by reading a routing file and recognizing the nesting structure of a route, which is shown by the routing file and provided to each sub network managing system as a route structure. SOLUTION: A manager terminal 11 is provided with a routing file reading part 13, which inputs the routing file 12 and hierarchically recognizing route structure including parallel relation and vertical relation mutually between a sub-network managing system and a network element managing system. Route information preparing parts 14 to a training preparing necessary information preparing part 17 automatically prepare an object required at the time of trail-setting and managing to the designated route in accordance with a route structure recognized by the part 13, without the need for concern about a sub-network managing system unit and a processing unit.
