PROBLEM TO BE SOLVED: To provide a method for inverstigating the creeping discharge characteristic of an insulating wire and surely executing creeping discharge, without penetrate destroying the insulating wire. SOLUTION: In an aerial distribution line formed of an insulating wire 1, a creeping steep shorting is generated by a lightning surge from the supporting point of the supporting insulator 3 of the insulating wire 1. The center part of an insulating wire for electric field relief 7 in length which is twice long as a prescribed length, which is not moved to AC dynamic current is supported by the supporting insulator 3 in parallel with the insulating wire 1.
