<p>PROBLEM TO BE SOLVED: To complete the switching of a speaking path system within a fixed time without deteriorating the delay quality of a service class by switching a link for every service class at the switching of the speaking path system and completing system switching operation at a time, when the service class ensuring a low reject rate is finished switching after the elapse of a first time duration before completing the switching of a system. SOLUTION: At the switching of a system, a cell is outputted in the priority order of delay from the stored memory device 11 of active system, and when the cell of some service class becomes empty, output is permitted to the cell of the same service class in the device 11 of a stand-by system through the system switching controller 12. The controller 12 of an active system gives information on the completing of system switching at the time of outputting all the cells of the service class determined in advance at exceeding a first timer value which is determined in advance during the operation of system switching, and permits outputting to all the service classes in the device 11 of the stand-by system.</p> |
