PROBLEM TO BE SOLVED: To provide a portable communication device which prevents too much speech communication. SOLUTION: This portable communication device is provided with a 1st storage device 5 which registers voice information that corresponds to plural persons who are allowed to use it respectively, a voice analyzing part 10 that decides whether or not an inputted voice coincides with any identification information registered in the device 5 and a controlling part 1 which allows speech communication when the inputted information coincides with any of identification information registered in the device 5. Thus, the upper limit of speech communication conditions such as speech time, speech counts, communication charges, within a certain fixed period can be set in accordance with each of plural persons who are allowed to use it. |
