PROBLEM TO BE SOLVED: To provide the IC card system which can change and add services on a transaction terminal in off-line mode. SOLUTION: This IC card system includes a user IC card 10A which is equipped with at least a ciphering function and has a storage part for storing an altering/adding program, a terminal SAM card 30A which is equipped with a deciphering function and has a storage part for storing the altering/adding program, and a transaction terminal 20A which transfers data between the user IC card and terminal IC card; and the user IC card 10A ciphers and sends the altering/adding program stored in its storage part to the terminal SAM card 30A, which deciphers and stores the ciphered data in its storage part to perform transactions of the updated services. |
