SOLUTION: A VPAIS warning managing part 100 outputs a VPI value of VP connection generating warning and a VCAIS cell transferring timing signal. An associative storage memory retrieval controlling part 110 outputs retrieval data, a retrieval starting address and a retrieving request, an associative storing memory 140 outputs a retrieval result and a retrieval data storing address and a RAM reading control part 120 outputs a read address and a read request. The memory 140 outputs the VPI value and the VCI value stored in the reading address, and a VCAIS cell transmission part 150 assembles a VCAIS cell to be warned and transferred based on the VPI value and the VCI value.
