The turbine is used for electric power generation, driving ofstationary and mobile devices, mechanisms and pieces of equipmentfor productional purposes, water pumps for water supply,irrigation, for building of pumping hydroelectric power stations,and others. It has higher efficiency making use even of theweakest sources of free energy. The turbine is made of pivotlymounted blades fitted around a vertical revolving central axis andsupporting devices for fitting. The blades have at least one pairof parallel 3-dimensional frames and at least one mobile damper.They have spacers of their central drive when they are driven bythe wind flow and also contain and adjustable-control system forrestricting the damper revolutions by means of a stop-control, aswell as supporting and stabilization means. An inertia accumulator(6) is fixed between the bilaterally positioned blades (1), to thevertical revolving central axis (7) which on both its oppositesides is also fixed to blades (1). Along the axis of each blade(1), in its middle part, spacers (5) are mounted to exercisetwo-stage control of the revolution of dampers (3), and at thesame time in each blade (1) dampers (3) are fitted at an angletowards the axial line of axis (7). Spacer (5) is in the form of atwo-stage adjuster. Blades (1) are bent in the form of an extendedS towards the horizontal and vertical axis of blade (1), as wellas towards the axial line of the central axis (7).
