<p>PROBLEM TO BE SOLVED: To provide a dynamic image coder especially suitable for low bit rate coding by decreasing an arithmetic amount of coding while keeping high image quality. SOLUTION: This coder is provided with an input means 101 that receives a digital image, an image storage section 104 that stores the received image, a scene detection section 103, a mobile object detection section 105, a mobile object layer retrieval section 106, a background image discrimination compensation section 107, a coding control section 108, an encoder section 109 and an output means 110. The mobile object detection section detects a moving area in the unit of blocks at a head of a scene and outputs a 1st moving object layer. The moving object layer retrieval section generates a mobile object layer formed to be a rectangle of a succeeding frame based on a motion of a block in the layer in a current frame. The background image discrimination compensation section has an internal memory, which stores background information of the decoder side and analyzes a motion vector of a received background image, detects a motion of the background and provides an output of information to update the background newly.</p> |
