PROBLEM TO BE SOLVED: To prevent packets from optionally being aborted by placing higher priority to packets of an application with higher priority even when traffic between networks is increased. SOLUTION: A port number discrimination section 14 of the router 1 analyzes a header of a received TCP/UCP packet. Then the port number discrimination section 14 confirms whether or not a port number included in the header is included in a priority port list 15. When it is included a packet from a terminal is transferred to a router 2 of a different network. When the port number is not included in the priority port list 15, the packet is made resident in a reception buffer 12 or aborted.
