PROBLEM TO BE SOLVED: To determine the amplitude, in a small-scale process, of signals in a time domain obtained by decoding signals encoded with high efficiency by adding or subtracting the same value of all two-dimensional blocks to/from normalization information defined by a number using several bits of a two-dimensional block and block and performing the level control of the digital signals.
