PROBLEM TO BE SOLVED: To recover a normal state when congestion occurs by concentrating access from mobile exchange station to a specified active home location register(HLR) on a portable telephone network or PHS network on which the HLR is composed of several active HLR and one reserve HLR. SOLUTION: In order to monitor the number of received transactions at active HLR 101-103, a reserve HLR 100 periodically checks the health of each active HLR and corresponding to this check, each active HLR investigates the number of received processing waiting transactions. When the state of that number exceeding a threshold value is continued for fixed time, a congested state is judged and at such a time, one part of the destinations of access from mobile exchange stations is switched from the active HLR in that congested state to the reserve HLR and the number of access to the active HLR is temporarily decreased so that the normal state can be recovered from the congested state. |
