The operating device comprises a first winding shaft (56) controlled by a shutter (54). A second shaft (57) mounted above the first can rotate about an axis (X7) parallel to the rotational axis (X6) of the first shaft. Part of the shutter is wound around the second shaft. The shutter can be formed from a single shutter or from two shutters (64,74) each wound around one shaft and provided with common removable couplings.
