PROBLEM TO BE SOLVED: To surely and economically remove hazardous substances in exhaust gas by activating char with wastage treatment while itself not being affected at all by the char. SOLUTION: Wastage A containing organic substances is pyrolyzed by a pyrolysis furnace 1 to generate pyrolysis gas and char. The char is cleaned by cleaning means 3 and then dewatered by dewatering means 4 and heated to be activated by an activating means 5. Activated char is filled into an adsorption means 6, for adsorbing hazardous substances in combustion exhaust gas caused through the combustion of the pyrolysis gas in a secondary combustion furnace 7.
