PROBLEM TO BE SOLVED: To make it possible to uniformly coat a rotary developer carrier with two-component developer of which carrying force is lowered over a long term by setting the normal direction component and the tangential direction component of the flux density of a magnetic pole regulating the amount of the developer at the position of a developer layer thickness regulating member to specified values. SOLUTION: For setting the napping direction of the developer 11 in the vicinity of a blade 5 as near as possible to the normal direction of the surface of a developing sleeve so as to make the developer 11 in a dense state, the direction of magnetic flux M at the position closest to the blade 5 is made to be >=60 deg. and <90 deg., that is, the values of the normal direction component Br and the tangential direction component Bs of the surface of the sleeve of the flux density are set to 0<Bs<Br<2/3. When an angle formed by the direction of the magnetic flux M of the pole S2 passing the position near to the blade 5 with the tangential direction of the developing sleeve 4 is, for example,α3=70 deg., the developer 11 in the vicinity of the blade 5 is perfectly made in the honey state, whereby the stable coating by the developer is realized. Thus, faulty coating is not caused and an excellent image is always stably obtained.
