PROBLEM TO BE SOLVED: To provide an internal combustion engine which can drive even for lean mixture and has a good fuel consumption, an ignition plug and a cylinder head adequate to the engine, and a manufacturing method for the ignition plug. SOLUTION: An engine 210 is provided with a cylinder head 110 and an ignition plug 10. In any case when a cylinder head with the same product number is arbitrarily combined with an ignition plug with the same product number, in a view from the axial tip side of the ignition plug, using the upstream side cross point S as a reference, of cross points of a flow line Lm of a swirl M2 which passes the center 0 of the tip 14a of a mounting screw portion with the tip 14a, an adhering part 12a of an outside electrode 12 is positioned, for example, at the tip 14a in a circumferential angle range such asθe1 , other than an angle range (O-U2 -O-U1 ) of -30 to +30 degrees, of the tip 14a of the mounting screw portion. Thus, because the adhering part 12a does not disturb flow of a swirl, the ignition plug can certainly ignite and drive even for a lean mixture (high A/F).
