PROBLEM TO BE SOLVED: To obtain a digital counting rate meter whose constitution is simple and whose response is fast. SOLUTION: A counter part in which the generation number of pulses to be measured is acquired as counted-value information over the sampling time decided for every counting cycle is provided. A preprocessing part 21 in which time-series information on the counted-value information is given to every counted-value information in every counted-value information is provided. A memory part 23 in which the counted-value information with the time-series information is stored and in which prescribed counted-value information is read out by designating time-series information is provided. On the basis of the time-series information, counted-value information is read out sequentially from new counted-value information so as to be retrospective. A counting rate is computed on the basis of the integrated time in which the counted value of every counted-value information becomes a set value.
