PROBLEM TO BE SOLVED: To relax the asymmetry of conversion efficiencyηand to realize high conversion efficiency over a wide band by using a quantum dot structure wherein carriers are sufficiently scattered. SOLUTION: Of this wavelength converting device, an active layer 4 which receives exciting light and signal light of wavelength different from that of the exciting light and outputs a phase conjugate wave of the signal light by nondegenerative four-light-wave mixing is composed of a 1st semiconductor layer 1, a 2nd semiconductor layer 2, and quantum dots 3 arranged between the 1st semiconductor layer 1 and 2nd semiconductor layer 2 and the conduction band energy and valence band energy of the 1st semiconductor layer 1 are set lower than those of the 2nd semiconductor layer 2.
