PROBLEM TO BE SOLVED: To establish a system for monitoring changes of a terrestrial phenomenon and an atmospheric phenomenon from a wider region with high desity at low costs. SOLUTION: A terrestrial phenomenon and atmospheric phenomenon moving monitoring system for monitoring a terrestrial phenomenon and an atmospheric phenomenon comprises a mover mounting sensors 21 to 26 for detecting the terrestrial phenomenon and atmospheric phenomenon and a position detector 3 for detecting a position of such mover; sensor signal transmitting means 10 which is provided in this mover, and bestows position information detected by the position detector 3 on a sensor signal when a level of the sensor signal received from the sensors 21 to 26 exceeds a specified threshold, and transmits it; and mapping means 6 which receives the sensor signal and position information transmitted from the sensor signal transmitting means 10 and maps the sensor signal at a position on a map corresponding to the position information and illustrates in response to the level.
