PROBLEM TO BE SOLVED: To provide a photocatalytic coating that can form a photocatalytic film capable of preventing a chalking without forming an intermediate layer, on a surface of an organic substrate simply without need of heating. SOLUTION: A photocatalytic film is formed by mixing a two-pack type of a photocatalytic coating that comprises (a) a titanium oxide dispersion obtained by dispersing titanium oxide microparticles having an average primary particle diameter of not more than 0.1μm in an organic solvent containing 0.1-5 wt.%, based on the amount of the titanium oxide microparticles, of a titanate or aluminate coupling agent and 0.5-10 wt.% ofβ-diketone and (b) a solution obtained by dissolving an alkoxysilane and the mole of 0.1-2 times that of the alkoxysilane of a photoacid generator (a compound that generates an acid when irradiated with an ultraviolet light, for example, a diazonium salt) in an organic solvent, applying the photocatalytic coating to an organic substrate and irradiating the substrate with an ultraviolet light from the opposite side of the substrate from the coated surface.
