PROBLEM TO BE SOLVED: To increase the moisturizing ability of a cosmetic or medicinal composition which is desired to have moisturizing properties by allowing the composition to include an effective amount of the S water for imparting the moisture. SOLUTION: The objective composition comprises an effective amount of the S water for moisturization, and in a preferred embodiment, additionally a moisturizer in an amount of 1-100 wt.%, more preferably 20-80 wt.%, further preferably 40-80 wt.% and contains preferably more amounts of the moisturizer. In a preferred embodiment, this composition is an aqueous alcohol composition, a water in oil-emulsion, or oil in water emulsion. This composition is applied to the skin, for example, in the dose of about 0.1μg/cm<2> -5 mg/cm<2> of the exposed skin, about once week-4 or 5 times day, preferably about 3 times/week- about 3 times/clay, most preferably once or twice a day.
