PROBLEM TO BE SOLVED: To obtain a film having high hardness, high adhesion and capable of keeping excellent water repellency for a long period together with durability and abrasion resistance by hydrolyzing a fluoroalkyl group-containing silane compound in the presence of an acid catalyst and forming unimolecular layer of monomer of the hydrolyzate on the surface of the substrate. SOLUTION: A fluoroalkyl group-containing silane compound comprising a fluoroalkyl-alkoxysilane compound of the formula CF3 (CF2 )m (CH2 )n SiR<1> x (OR<2> )3-x . [(m) is 0-15; (n) is 0-2; (x) is 0-2; (m+n)=0-17; R<1> and R<2> are each CH3 , C2 H5 or C3 H7 ] is mixed with a diluting solvent comprising the same kind of alcohol as the alkoxy group in the silane compound and about >=0.01 N acidic aqueous solution as a catalyst and the silane compound is subjected to hydrolysis reaction. The solution is applied onto a substrate such as glass substrate and a monomer which is hydrolyzate of the silane compound is subjected to condensation through dehydration reaction with silanol group of the glass to fix the monomer on the surface of the substrate. Then, the monomer is cured at a temp. of about 80-350 deg.C to form water-repellent film comprising transparent unimolecular layer excellent in durability.
