PROBLEM TO BE SOLVED: To reduce thickness of a rubber layer and increase its friction coefficient for highly precise conveyance of a paper sheet an the like so as to improve quality of a printed image greatly by arranging the rubber thin film layer made of a liquefied rubber composition and formed on a shaft core directly or via an adhesive layer. SOLUTION: A rubber thin film layer 3 made of a liquefied rubber composition and formed on a shaft core 1 directly or via an adhesive layer 2 is arranged so as to be used for a paper sheet conveying rubber roller. In this process, the liquefied rubber composition is prepared by dissolving and diffusing a solidified rubber composition including rubber, a vulcanizing agent, and filler in an organic solvent. Viscosity of the liquefied rubber composition is 0.002-100 pa.S. In 100 pts.wt. of rubber, 20 pts.wt. of filler with a grain sizeϕof 10μm or less is mixed. Film formation for the rubber thin film layer 3 is carried out by spray/immersion painting method or a transfer method.
