PROBLEM TO BE SOLVED: To provide mold powder for continuous casting, with which in the case of casting a steel at high speed or casting the steel such as a middle carbon steel, a cast slab having good surface quality can be obtd., and a continuous casting method using this mold powder. SOLUTION: This powder contains CaO, SiO2 and fluorine compound as basic components and 0.9-2.8 CaO'/SiO2 ratio of CaO' expressed with the expression: CaO'=T.CaO-F×(56/38), (wherein, T.CaO is the CaO conversion value (wt.%) of the total Ca content in the powder and F is the total F content (wt.%) in the powder) and about 5-60 wt.% of the fluorine compound expressed in terms of CaF2 and further, 0-25 wt.% Na2 O and 0-10 wt.% C.
