A system and method for delivering a call to a roaming mobile station (64) as a local call, even though the local service region is not the primary service region of the mobile station. A unique routing code is associated with a gateway mobile switching center (GMSC) (14). When the telecommunications network delivers a call to the GMSC (14), the GMSC (14) obtains the directory number of the mobile station, and then determines the location of the roaming mobile station within a pre-specified local service region. The call is then routed to the MSC (34) on which the roaming mobile station is currently registered.
