A material is treated to gain stable biocidal and biostatic properties by treating the material with at least one ionic molecule and/or at least one ionic polymer dissolved in the treatment solution. The process comprises: (1) applying the treatment solution on the material; and (2) leaving the ionic compound react with a precipitating agent to form an insoluble precipitate on the material.
