SOLUTION: To base substance metal oxide particles containing molybdenum, bismuth, iron, and silica prepared by burning at a temperature of 450-750 deg.C after drying in advance, a component comprising Mox Biy Fez Aa Bb (wherein Mo is molybdenum: Fe is iron; Bi is bismuth; A is an element selected from the group consisting of chromium, zirconium, lanthanum, and cesium; B is an element selected from the group consisting of phosphorus, boron, tellurium, potassium, and rubidium; (x), (y), (z), (a), and (b) are atomic ratios) is immersed and burned at a temperature of 450-700 deg.C again after being dried.
