PROBLEM TO BE SOLVED: To efficiently select resolution. SOLUTION: An A/D converter 2 converts an image signal from an image pickup device into a digital signal, which is compressed by a compressor 3, and the compressed image signal is written in a recording medium 5 by a writer 4. The compressor 3 codes the image signal for each image group each comprising a plurality of images, a camera compression controller 6 controls the compressor 3 so that the compressor 3 codes two adjacent image groups including a change point of resolution of the image signal into a 1st image group and a 2nd image group by changing the resolution of the image consisting of the two image groups while keeping number of images configuring the two image groups to be a constant number.
