PROBLEM TO BE SOLVED: To prevent illegal utilization of an object by generating a cryptographic key for enciphering a referred object based on a reference origin object, enciphering the referred object based on the cryptographic key and making it a cryptogram. SOLUTION: This device is equipped with a cryptographic key generation part 34 for generating the cryptographic key for enciphering a referred object on the basis of a reference origin object and a enciphering part 35 for enciphering the referred object on the basis of the cryptographic key and making it a cryptogram. Here, the cryptographic key generation part 34 operates a prescribed function which can obtain a different output for a different input with the referred object as an input and makes its function value the cryptographic key. This cryptographic key generation part 34 generates the cryptographic key under control of a distribution object structure part 33 and supplies it to the enciphering part 35. The enciphering part 35 enciphers the referred object from the distribution object structure part 33 on the basis of the cryptographic key from the cryptographic key generation part 34 into the cryptogram and supplies it to a distribution object storage part 36.
