VIDEO SIGNAL CONVERTER AND ITS METHOD

PROBLEM TO BE SOLVED: To provide a video signal converter and its method in which the size of a packet is converted so as not to exceed a maximum transmission band to improve the transmission efficiency of a video image in the case of retransmission. SOLUTION: A system decoder 211 receives the packet of a program and extracts required information. An ES buffer 212 sequentially stores video data. An entropy decoder 213 decodes video data that are variable length coded. An inverse quantization section 214 applies inverse quantization to the video data by using a quantization table. A quantization section 215 quantizes the packet for its retransmission in accordance with a predetermined quantization table. An entropy encoder 216 conducts predetermined variable length coding. A buffer 217 tentatively stores the video data that are variable length coded. A system encoder adds information required for packet retransmission to the video data and outputs the resulting data. A rate control section 219 changes the quantization rate, based on an instruction from an MUX to control a compression rate of the packet.
