PROBLEM TO BE SOLVED: To inexpensively execute the method of voting and to securely discriminate false ticket by using a voting ticket paper having pre-printed information, reading the pre-printed information and ciphering/printing it when a ticket is issued, reading the pre-printed information of the voting ticket, reading/ decoding the ciphered information and comparing both contents in refunding. SOLUTION: A pre-printed information read part 13 reads a random pattern which is pre-printed on the back of voting ticket paper for one voting ticket and supplies the read information to a control part 3. The control part 3 ciphers the read information in accordance with a prescribed rule in a ciphering part 8. The ciphered random pattern information is mixed with a part of ticket face information which is read by a voting card read part 6 and it is ciphered in accordance with a prescribed rule in the ciphering part 8. A printing content containing the ciphered information and the ticket face information which is not ciphered is generated and it is printed in a printing part 14. |
