PROBLEM TO BE SOLVED: To enable to operate by using a mobile communication protocol at a moved place even for a mobile computer receiving allocation of a dynamic address in a home network by constituting the device so that a mobile computer management device acts for a mobile computer and communicates with a dynamic address management server. SOLUTION: A home network 1a is provided with a mobile computer management device for managing reception of a current position of a moved place of a mobile computer 2, for example, a home agent(HA) 5. Then, a registration message of the current position the mobile computer 2 returns to the home agent(HA) 5 includes information which indicates that dynamic address allocation is received at the home network 1a or information which can specify its own device. It is constituted so that the home agent(HA) 5 acts for the mobile computer 2 and communicates with a dynamic address management server.
