PROBLEM TO BE SOLVED: To synchronize a present signal with a stand-by signal and to execute a no hit change over when a fault occurs in a radio line. SOLUTION: Respective present units MSTUi (i=1-7) are provided with radio line fault detection parts detecting faults occurred in present radio lines, synchronization detection circuits detecting the synchronization of the present radio line and a stand-by radio line, no hit change-over switches USWi selecting a signal from the stand-by radio line or a signal from the present radio line and unit fault detection parts detecting the fault requiring the switching to the unit. A switch logic part RPS controls the no hit change-over switch USWi and changes over the present/stand-by radio lines without a short break when the present radio line is synchronized with the stand-by line. When the fault requiring the switching of the unit occurs, the unit change-over switch BSWi provided part from the no hit change-over switch is controlled and the present unit BSTUi and the stand-by unit BSTU0 are switched.
