PROBLEM TO BE SOLVED: To surely prevent electromagnetic disturbances from being produced in a pacemaker user or the like in advance by receiving a radio wave sent by a radio base station, detecting a restriction notice signal and controlling a power supply of its own, so as to be turned off at the detection of the restriction notice signal. SOLUTION: A transmission reception circuit 2 of the portable telephone set receives a radio wave sent from a radio base station device (radio notice base station) 20, and a restriction signal detection circuit 12 detects a restriction signal. A control circuit 3 receiving it stops the transmission automatically or automatically turns off the power supply of the portable telephone set. The radio base station device 20 for making a restriction notice to prevent electromagnetic wave disturbances in advance is placed at prescribed positions in a medical facilities, specified locations ion an aircraft or a train, such as an entrance, a passage, and a baggage carrying entrance.
