PROBLEM TO BE SOLVED: To provide a functional film, wherein an adhesion of a SiO2 gel layer to a base film is improved, maintaining high performance and high-quality characteristics and productivity, and suitable for practical use. SOLUTION: An interlayer 2 composed of a perhydropolysilazane represented by a unit structure of -(SiH2 NH)- and a low-refractive index layer 3 are. formed on a surface of a base film 1 directly or with another layer therebetween. The low-refractive index layer 3 is an SiO2 gel layer composed by gelling an SiO2 sol.
