PROBLEM TO BE SOLVED: To allow a visually handicapped person to identify information by touching with finger for reliably handling by providing braille, uneven shaped characters, symbols, marks or the like on a heat-sealed part of a packaging bag to provide an instruction for an unsealing position, and information on contents, how to cook, how to handle or the like. SOLUTION: When a four-side sealed flat bag 1 is prepared, an indication of 'An unsealing V-notch is on the left. Unseal in a direction of→.' is engraved on a heat-seal disk in protruding braille and symbols, while protruding braille 11 and an arrow 12 are formed on an upper seal 13. Then the four-side sealed flat bag 1 is filled with contents 10, when an opening is heat-sealed for sealing, a heat-sealing disk engraved with an indication of 'An unsealing port is↑.' is used to heat-seal, and the protruding braille 11 and the arrow 12 are formed on a lower seal 14. The braille 11 and the arrow 12 can be identified by visually handicapped persons by touching with finger.
