PROBLEM TO BE SOLVED: To enlarge anti-peeling of a slope protection block by adhering a backing plate on the substrate material reverse face of the adhesion part of the slope protection block and a substrate material. SOLUTION: A plurality of solid concrete blocks 10 vertically provided with a through hole are formed. In addition, a fiber sheet 20 as a substrate material is formed by synthetic fiber fabric or non-woven fabric, synthetic fiber giving unevenness in the form of a loop or a pile or natural fiber fabric or non-woven fabric and non-woven fabric or metal and plastic or an FRP-made net causing raising by needle punching processing. A backing plate 30 comprising metal, ceramic, plastic or the like is stuck on the reverse of a fiber sheet 20 by an adhesion part 11 comprising an adhesive such as epoxy resin and vinyl acetate resin on the four corner part of each block 1. Thereby since the block 10, the fiber sheet 20 and the hacking plate 30 are integrated by the adhesive, anti- peeling of the block 10 is enlarged.
